Academic Profile
Moshe is a Senior Visiting Research Associate at the Transport Studies Unit, which is part of the School of Geography and the Environment (SoGE) at the University of Oxford, and a Senior Lecturer at the Department of Geography and Human Environment, Tel-Aviv University, Israel. He is also an Associate Editor for Transport Reviews journal. Moshe was a Senior Researcher in Transport Policy and Economics at the Transport Studies Unit and a Research Fellow at Wolfson College before joining Tel-Aviv University in October 2011. He joined the Transport Studies Unit in October 2007, after completing a two-year Marie Curie Intra European Fellowship at the Department of Spatial Economics, Free University Amsterdam. He gained his PhD at the Bartlett School of Planning, University College London in 2005. His academic background also includes degrees in Economics and Geography (BA) and Business Administration (MBA) from Tel-Aviv University. His main research interest relates to Transport Policy and Economics and more specifically to integrated transport policy, air transport, rail transport, transport and the environment and walking and cycling.

Current Research
Current research work focuses on:
- "Analytical approaches to public policy making" - formulating policy packages to address sustainable transport challenges. The research aims to develop systematic procedures for the formulation of public policies and a set of supporting tools that will draw and build on current state-of-the-art theory and practice from both the engineering and social sciences.
- "The impact of HST development" - the research examines lessons from the development of High-Speed Train (HST) in countries like Spain for the development of HST in the UK.
- "The case for airport expansion" - the research evaluate the likely (negative and positive) impacts of further expanding large international hub airports, with focus on Heathrow and Schiphol airports and assess these against national air transport policies and objectives.
- "Aircraft operation impact on the environment" - the research evaluate ways to reduce air transport operation negative environmental impact.
- "Re-examining the results of the London congestion charging scheme" - the research aims to provide a detail analysis of the results of the London congestion charging scheme to assess which elements in the package of policies introduced with Congestion charging were successful. The research also aims to draw possible lessons to other cities considering the introduction of congestion charging.
- "Bicycle parking facilities at railway stations" - the research examine the characteristics of bicycle parking provision at Dutch railway stations, their use and their likely effect on rail use.
Research projects responsible for:
- The use of state-of-the-art models by policy makers to address global energy and environment challenges: A two-year Britain-Israel Research and Academic Exchange Partnership (BIRAX, British-Council) grant starting December 2010. The research this research aims to investigate the contribution of quantitative analysis to the formulation of policies to address energy and environment challenges, focusing on the transport sector, and to explore ways to increase such contribution. In collaboration with Technion - Israel Institute of Technology.
- DATE - Dynamics between Airplanes and high-speed Train modes in Europe. A Postdoctoral Marie Curie Research Fellowship (Dr Frédéric Dobruszkes) that aims to investigate the interrelationship between the development of air and (high-speed) rail networks in Europe and evaluate the potential for passenger HST development to reduce air transport flows and the conditions required to support it. Two years research.
- Visions of the role of walking and cycling in 2030 - EPSRC research (three years from October 2008, now extended to March 2012), the research seeks to examine ways in which more people might be encouraged to walk and cycle in the future, what steps are needed to support this potential increase in walking and cycling and how to improve the experience for those who already use these modes.
Recently completed work:
- Spatial Competition between Railway Stations (SCaRSe) - Marie Curie Reintegration grant (three years from March 2008) the research aims to investigate if overlaps in railway stations' catchment and impact areas represent a burden on railways' financial viability while not contributing to the use of rail as a mode of transport.
- Optimal policies for transport in combination (OPTIC) - FP7 project (two years from September 2009) the research objective is to help identify in advance possible adverse effects of transport policy measures taken in isolation, and to develop methodologies for the design and implementation of optimal combinations of policy measures which reduce adverse effects and/or provide positive synergies.
