About

Geoff's specialist field is in political studies, and he has a particular interest in the dynamics of policy change. He has worked on a wide range of research projects at the universities of Keele, Warwick, Essex, Staffordshire, the West of England, and Oxford. Funders of these projects have included the Economic and Social Research Council, the Department for Transport, and the Rees Jeffreys Road Fund. 

He has authored, or co-authored, four books, and has published papers in a wide range of journals, including Public Administration, Political Studies, the Journal of European Public Policy, The Political Quarterly, Transport Reviews, and Built Environment. 

Current Research

In recent years, the focus of Geoff's research (with Tim Schwanen and David Banister) has been on how governance and transport systems adapt to new technology platforms. These include an examination of the development of Uber in London and the associated difficulties in regulating a disruptive innovator. They have also examined the dynamics of the controversial introduction of dockless bikes in Oxford and Manchester, and obstacles in the implementation of bike hire schemes in the West Midlands. 

They also have a particular interest in the dynamics underlying changes in the allocation of road space, and in this context, have studied the development and implementation of low traffic neighbourhoods (LTNs) in Oxford and Manchester. LTNs remain a highly controversial policy measure but provide a valuable indicator of shifting trends in the allocation of road space in the 21st century.
